CRRSAA and ARP

- Rochester Community and Technical College (RCTC) completed the required certification to receive funding from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and the American Rescue Plan (ARP) to provide Emergency Financial Aid Grants to Students.
- RCTC received $6,392,139 of these funds that have been distributed to students through Emergency Financial Aid Grants.
- As of March 31, 2022, RCTC has distributed $6,813,902 in emergency grant payments to eligible students through direct grants ($6,184,000) and application-based grants ($629,902). Institutional CRRSAA/ARP funds were used to supplement the Student funds distributed.
- In Spring 2021, RCTC estimated 1,842 students met the eligibility requirements to receive CRRSAA/ARP funds. In Summer 2021, 564 students met the eligibility requirements and in Fall 2021, 2,131 students met the requirements. In Spring 2022, 1,985 students met the requirements.
- 3,510 unduplicated students have received CRRSAA/ARP funding through direct or application-based grants.
- Eligibility criteria for CRRSAA/ARP funding was determined based on guidance from the U.S. Department of Education and the Minnesota State Colleges and Universities Office of General Counsel.

- In Spring 2021, Summer 2021, Fall 2021, and Spring 2022 direct grants were distributed to students with demonstrated need according to their calculated Estimated Family Contribution (EFC) as determined by their completed Free Application for Federal Student Aid (FAFSA).
- In Spring 2021, direct grants of $350 were distributed to 1,842 students with EFCs below $10,000. Of those students, 1,451 were Pell-eligible and received a supplemental award amount of $350 for a total direct grant of $700.
- In Summer 2021, direct grants of $350 were distributed to 564 students with EFCs below $10,000. Of those students, 494 were Pell-eligible and received a supplemental award amount of $350 for a total direct grant of $700.
- In Fall 2021, direct grants of $750 were distributed to 2,131 students with EFCs below $20,000. Of those students, 1,491 were Pell-eligible and received a supplemental award amount of $750 for a total direct grant of $1,500.
- In Spring 2022, direct grants of $450 were distributed to 1,985 students with EFCs below $20,000. Of those students, 1,431 were Pell-eligible and received a supplemental award amount of $750 for a total direct grant of $1,200.
- In Fall 2021, direct grants of $750 were distributed to 2,131 students with EFCs below $20,000. Of those students, 1,491 were Pell-eligible and received a supplemental award amount of $750 for a total direct grant of $1,500.
- In Spring 2022, direct grants of $450 were distributed to 1,985 students with EFCs below $20,000. Of those students, 1,431 were Pell-eligible and received a supplemental award amount of $750 for a total direct grant of $1,200.

The application-based Student Emergency Fund grants are being prioritized to serve students with exceptional need as related to the Cost of Attendance at the College (tuition, food, housing, health care, and childcare) and range from $500-$1000 with an additional $2,500 maximum allowance for past-due rent/mortgage.
- The application for Student Emergency Fund grants supported by the American Rescue Plan (ARP) is no longer available. The ARP funds allocated for this purpose have been depleted. If COVID has impacted your financial status, you may request a re-evaluation of your income on your Free Application for Federal Student Aid which may impact your financial aid award. Please email financialaid@rctc.edu for more information about this process. If you are experiencing an unexpected emergency expense, assistance may be available through RCTC funded Student Emergency Funds.
